ALP National President Election 2003It was a daunting prospect to have to advise on technical aspects of the first, direct rank and file election of an ALP president in 2003. The election would be a public event, not only scrutinised in the normal ALP manner, but also by the press – including Crikey! The recommendations that went forward were all adopted: a paper ballot, no online or Internet voting, an electronic count, not a manual count and no online chat, but a moderated ‘Ask a Candidate’ section on a National President Election website. All of these recommendations contributed to the smooth running of a process that resulted in the election of Carmen Lawrence, Barry Jones and Warren Mundine, as the initial National President, Senior Vice-President and Junior Vice-President, respectively. Carmen Lawrence would become National President in January 2004 at the National Conference, with Barry Jones and Warren Mundine assuming the Presidency in January 2005 and January 2006 respectively. The next election is scheduled for 2006 to election another president and two vice-presidents for 2007, 2008 and 2009. There were eleven candidates in the ballot. Carmen Lawrence polled the highest number of votes in a Quota Preferential count, and became the first woman to represent the organisational wing of the Labor Party. The result was well-received by the party and the press. Crikey probed the reasons for the lack of an online chat session with the candidates, but was satisfied with the response provided by tekniche’s Dr Dennis Perry, and printed his e-mail response in full. The same recommendations stand for the next scheduled election in 2006. However, recent work in social choice theory and voting methods suggest that alternative methods for counting the vote may be worth exploring.
